Backup B is the explicit failover — lower-throughput guard relays, intentional latency budget. Which mirror works for you on a given Tor circuit depends on which guard pool your circuit terminates through; the directory recommendation is to copy the Primary first, then cycle through Backups in order if congestion or DDoS-challenge timeouts surface.
